SUPPLEMENTARY REGULATIONS
The event will be conducted by the North Eastern Car Club, under the National Competition Rules of the Australian Auto Sport Alliance Pty. Ltd. (AASA), these Supplementary Regulations and any further regulations which may be issued.

1. NAME OF EVENT: NECC September Lap Dash
2. DATE OF EVENT: Sunday 16th September 2018
3. ENTRANTS: Entry shall be open any person 16 years of age and over who holds a relevant competition licence. (Refer clause 26 for licence details)
4. VENUE/LOCATION: Wilby Motorsport Park, sprint track
5. DESCRIPTION OF COMPETITION: The competition shall consist of timed laps of the sprint circuit under non-race conditions. The method of scoring for the purpose of event results shall be as per clause 44.

13. DAY ENTRY FEE $120.00 seniors $60.00 juniors (entry on day accepted at discretion of Clerk of course)
14. AGE LIMITS: The minimum age of a competitor shall be 16 years. Competitors of 16 & 17 years of age shall be classed as juniors; competitors of 18+ years of age shall be classed as seniors. Proof of age maybe required at check in.

19. DRIVER’S BRIEFING: 9.15 AM (Attendance is compulsory. All competitors shall complete sign on sheet as proof of attendance at briefing. Failure to attend briefing shall incur penalty from Event Steward)
20. SCRUTINEERING: 8.00 AM – 9.00 AM
21. DOCUMENTATION REQUIRED AT CHECK IN: Fully completed entry form and appropriate competition licence. Competitors maybe required to show proof of age. Payment for entries received on the day of event shall be in the form of cash only.
22. An experienced instructor may accompany a driver as a passenger only in an un-timed run. The clerk of course must be consulted prior to an instructor accompanying a driver. The clerk of course has full discretion when evaluating instructors and his/her decision is final.
23. Passengers are not permitted in competing vehicles.
24. The organisers may refuse any entry without assigning a reason.
25. Entries will be accepted in order of receipt.
26. The event is open to all persons holding a AASA Club Racing licence, or a AASA recognized equivalent standard licence (e.g. CAMS L2S) or higher. Licence must be presented at check in on the day.
From now on you will no longer be able to purchase a yearly AASA licence at events. Instead we will have day licences available for sale for $25.00 each.
If you wish to purchase (or renew) a yearly AASA Club Race licence for $75.00 this will have to be done through AASA prior to the event. The application form can be found at http://www.aasa.com.au/index.php/licences. Please apply well before the event so AASA has time to process your licence.
If you have applied for a licence in the last year and have not received or have lost your card, please contact AASA on (03)57217800. If you do not have your AASA licence (or email confirmation from AASA) with you on an event day you will need to purchase a day licence before you can compete.
27. The organisers reserve the right to refuse any entry or if deemed appropriate, the Clerk of Course may withdraw any entry on the grounds of safety, misconduct or inappropriate behaviour and may direct them to leave the venue.
28. All competitors must wear non-flammable clothing such as cotton or wool to cover the body from head to toe to wrist whilst competing.
29. All competitors must wear a safety helmet whilst competing. Helmets bearing any of the following markings are approved for use:
AS1698, Australian Standard; Snell SA 90, M90, SA95, SA 2010, SA 2015 USA Standard; SF1 Spec. 31.1, 31.2, USA Standard; SIS 88.24.11(2), Swedish Standard; DS 2124.1, Danish Standard; SFS 3653, Finnish Standard; ONS/OMK, German Standard; NE 5 72 305, French Standard; E22 (with 02, 03, 04 or 05 amendments), European Standard; BS 6658-85 Type A and A/FR (including amendments), British Standard as a minimum Helmets exceeding these standards are accepted. Wearing of a frontal head restraint device is encouraged by AASA at this event (but not mandatory). Frontal head devices must not be worn with lap/sash seat belts.
30. Seatbelts must be fitted to the vehicle and must comply with current Australian Standards (or equivalent)
31. All competitors must be a minimum of 16 years of age and must not require the use of any additional support to fit into seatbelts, to see over the dash board or to have full vision of the road.
32. Entries from competitors under 18 years of age must be countersigned by a parent or guardian.
33. Each competing vehicle must be equipped with a 1.0 Kg (min) dry chemical fire extinguisher, securely mounted within the cabin of the vehicle to the satisfaction of the scrutineer. Competitors are reminded that the possession and use of Halon/BCF fire extinguishers are prohibited.
34. All loose and unnecessary objects (spare tyres, jacks etc.) must be removed from the vehicle.
35. Noise - All vehicles must be fitted with an effective muffler which diminishes the sound of the engines exhaust. The muffler must be so constructed that the maximum vehicle noise emitted does not exceed 95dB(A) measured at a point 30 metres from the track edge by approved measuring equipment.
36. A speed limit of 10km/h shall apply in the area surrounding the competition courses and must be observed whilst proceeding between activities. All vehicles shall be unloaded/loaded within the pit enclosure and shall remain within this enclosure for the duration of the event except when directed to the circuit.
37. Drivers of vehicles who record in excess of 95dB(A) measured at 30 metres at any time shall cease practise or racing and shall not resume until Clerk of Course, in consultation with the Chief Scrutineer, is satisfied that the problem causing the excessive noise has been rectified.
38. Personal Accident - drivers, relief drivers, pit crew and officials are covered by AASA personal accident insurance. Details of insurance available on AASA website.
39. The organisers may cancel, alter, abandon or post pone the event without assigning a reason.
40. Protests, if any, must be lodged with the Clerk of Course prior to the end of the day’s competition. Protests will be processed on the day by the Event Steward. The decision of the Event Steward regarding any protest shall be final.
41. NO ALCOHOLIC LIQUOR or PROHIBITED DRUGS may be consumed in the pit enclosure, paddock, course or control area during the competition. A breach of this regulation invites the imposition of severe penalties.
42. Any breach of these regulations shall be dealt with at the discretion of the Clerk of Course and the North Eastern Car Club and in line with AASA regulations.
43. All laps will be in an anti-clockwise direction of the 1028Meters motorsport park sprint track, and shall consist of 5 timed laps (1 standing, 4 flying)
44. Results shall be determined by the addition of the fastest standing lap and the fastest flying lap achieved by each competitor (not necessarily from the same run.)
45. Groups of 5 cars shall be allowed on the track at the one time, however they must be released individually with a gap before releasing the next car. An effort will be made to match groups of cars so that the chance of overtaking is reduced. A slower car is encouraged to wave a faster car by. The grouping of cars shall be carried out by the event organisers after the close of entries. The Clerk of Course reserves the right to change contents of car groups during the event should the need arise.
46. Each group of 5 cars will do a total of 5 laps each. All cars shall exit track at end of 4th flying lap. The next group of 5 cars shall not be permitted onto the track until the previous competitors have exited the track. It is intended that all competitors shall have a minimum of 4 runs. Any change to this intention shall be made by the Clerk of Course in consultation with competitors.
47. Deliberate acts of drifting will result in a black flag, and one and only one warning. Repeat offenders of deliberate drifting will be directed to leave the venue. However, sliding in and out of corners is acceptable when competitor is genuinely trying to complete a fast lap time in the spirit of the event.

49. Timing for the event shall be carried out electronically. Each competing car shall be required to have a “Dorian” transmitter fitted to facilitate this timing. The transmitters shall be supplied by the organising club. The hire cost of the transmitter is included in the cost of the entry fee. It will be the competitor’s responsibility to provide a suitable method of mounting the transmitter on his/her car. Details of suitable mounting methods shall accompany the entry form. Each competitor shall have his/her applicable transmitter. Only one transmitter can be fitted to a car at any one time. Where a competing car is shared between two drivers the transmitters shall have to be swapped to suit current driver.
Payment
Payment of entry fee shall accompany this entry form. Entry form shall not be accepted prior to receipt of the entry payment. Payment may be made by cash, cheque or direct deposit. Please do not send cash via mail. Note credit card facilities not available. Cheque payable to 'North Eastern Car Club'.
