NOTICE OF RACE
9th to 11th March 2024
The NS14 Association of Tasmania invites entries to the 2024 NS14 Tasmanian Championship
1 VENUE & ORGANISING AUTHORITY
The Organising Authority (OA) will be the Montrose Bay Yacht Club in conjunction with the NS14 Association of Tasmania. The Race Headquarters will be the Montrose Bay Yacht Club on Foreshore Road Rosetta, with races held on the Derwent river
.
2 RULES
2.1 The Championship will be governed by the rules as defined by The Racing Rules of Sailing.
3 ADVERTISING
3.1 The regatta is designated in accordance with World Sailing Advertising Code, Regulation 20.2.3
4 ELIGIBILITY AND ENTRY
4.1 No entry will be accepted, and no boat will score points, unless:
a) the boat is sailed by a minimum crew of two persons, both people being financial members of a club
affiliated with Yachting Australia or any of its members for the 2023/24 season;
b) at least one member of the crew is a financial member of a State or Territory NS14 Association for the
2023/24 season, approved by the Committee of the NS14 Association of Tasmania. Note after registration
crews may only be substituted with the written approval of the Race Committee;
c) the boat is registered with a State or Territory NS14 Association for the 2023/24 season.
4.2 To enter arrange payment of the relevant entry fee ($50 until the end of Wednesday 6/03/24, $60 after that time and up to 10:30 am Saturday 9/3/24) by electronic funds transfer and forward a completed entry form to the Tasmanian Association Treasurer. The entry form is attached as the last 2 pages of this NOR and shows the necessary details for the ECF and addresses for the Treasurer. If necessary, the Treasurer can be contacted on 0409424878 to arrange an alternative mode of payment.
5 SCHEDULE OF EVENTS
5.1 Registration shall be at Race Headquarters from 10:00 am to 11:30 am on Saturday 9th March.
Equipment and safety inspections of the boats shall be conducted during registration. A briefing will follow
at 11:30am. All skippers and crews must attend the briefing. If necessary, additional briefings will be
scheduled later at the discretion of the Race Officer.

* At the discretion of the Race Committee a Sunday morning session may be implemented
to assist in achieving the preferred target of 8 races.
** On Monday no warning signal shall be made after 2:00 pm.
6 EQUIPMENT AND MEASUREMENT
6.1 Only one set of spars and foils can be declared for use in the championship. 2 Jibs and 1 Mainsail can be declared for use in the championship. Measurement forms for all declared sails and spars must be in the hands of the state measurer by close of registration.
6.2 All boats must have been measured and registered and conform to the NS14 class rules.
6.3 Replacement of individual sails, spars and foils which are damaged after registration may be permitted only with the written approval of the race committee.
6.4 Competing boats shall be available for inspection, measurement or weighing by the Tasmanian Measurer or his representative at any time during the championship.
7 SAILING INSTRUCTIONS
The Sailing Instructions will be available at Registration.
8 THE COURSES
The courses will be as per the final sailing instructions with a target time is about 1 hour per race.
Attachment 1 shows the proposed course.
9 SCORING
9.1 A maximum of 8 races will be scheduled of which 4 are required to be completed to constitute a series.
9.2 When 4 or fewer races have been completed, a boat’s series score will be the total of her race scores.
9.3 When from 5 to 7 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
9.4 When 8 races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.
9.5 Handicap scoring will be maintained for the Championship. A initial handicap will be based on the boats average from the first 4 races then taken back to race 1 with a running average for rest of the series.
9.6 The low point scoring system, Appendix A, will apply.
10 PRIZES
Prizes will be presented at the Annual General Meeting to be held during the year at a date and time to be
advised. Prizes to be awarded will include but are not limited to:
Open Championship: 1st, 2nd & 3rd overall on scratch. Scratch prize winners will not be eligible for other prizes.
Handicap Championship: 1st, 2nd & 3rd.
This year there will also be a vintage division. Trophies will be awarded based on total entries. Details of which entrants are eligible for this division will be advised at the briefing on day one.
11 INSURANCE
Each participating boat shall be insured with a valid third-party liability insurance cover of not less than $5 million per event or equivalent. All owners/entrants who sign the entry form are deemed to have made a declaration that they hold such cover. Evidence of this cover must be provided with the Entry Form.
12 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. The organising authority and all parties involved in the events organisation accept no liability for any loss, damage, death or injury which may occur to property or persons, both ashore and afloat, as a consequence of participation in this event. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibility of a competitor being solely and entirely responsible for the management of a yacht that he/she is sailing.
13 RISK STATEMENT
RRS 3 states “ the responsibility for a boat’s decision to participate in a race or to continue to race is hers alone”. By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent catastrophic injury or death by drowning, trauma, hypothermia or other causes.
